Hello,
This is a content filtering rule based on a subject - not anything to do
with an IP block.
If the subject of the message had been different, it would have been let
through. The subject of that particular message was not included in the
error unfortunately - so the best I can do for now is below.

That means you hit spamassassin. It is your content that is causing it. Our cut of point is very high so you would have to hit a number of rules. Perhaps you can add SPF and DKIM to lower you score ?

One of the things we use to block spam is
mail-filtering software called SpamAssassin. The
software checks incoming messages for various
characteristics of spam and assigns points for each
finding; if a message scores a total of 15 or more
points it is rejected by our mail system. The e-mail to
Jacqueline was rejected because its score was 15.599,
as is evident in the following part of the rejection
notice you received:

We try to keep the white listed IPs/Domains/addresses
to a minimum. However, individual users have their own
white lists to which they can add whatever addresses
they want. I've forwarded your message on to the
subscriber you indicated with instructions to add you
to their white list if they really want to receive the
email. Perhaps you should include instructions to
potential subscribers to add the From address of
whatever mailing list they sign up for to their
personal white list, if such is available to them.

The connection in question seems to be the only one made in May for that user. I took a look at the newsletter etc., and it looks to me like it had a combonation of words/phrases that made it look like a series of spam attacks we've been getting ("business award" type offers) and so it triggered our filters (for just that email).
We do not whitelist non-NSHE institutions, but I have tried to adjust our spam filters a bit to let your newsletter through. You may retry at your convenience.

Our backup smtp server processed your newsletter and it mistakenly used the outdated relays.ordb.org service which returns positive now on every query, thus blocking yours (and all nonlocal) email.
The newsletter was not readable or is no longer on your site.
Please update your records: of these users, none are active at Berkeley. Change XXX to XXX and unsubscribe the rest.

This bounce does appear to be coming from tfr. Which is also a bit of a puzzle since tfr is the lower priority smtp server. It makes sense that our much newer postfix on nmx would *not* have ordb.org in it.

I have checked our IP blocks and find none on any of
your IP ranges. Further, our IP blocks do not issue a
simple "Access denied" message: they are more specific.
We were blocking the 64.241.105 subnet, but that was
removed some time ago.
We have been going through a major email system conversion that had our inbound service shut down for several days during the last week. Possibly you encountered some aspect of that situation?

I have contacted the customer twice, and did not receive an answer.
I appreciate your position, as we too have mailing lists we maintain for
commercial customers.
However our anti-spam system is largely under the control of the end users.
Users most often opt-out using their anti-spam system, rather than proper
methods.
That you processed a double opt-in, and the user failed to respond to me is
typical.
I have seen customers buy a product, opt-in to the mailing list, then use a
spamtrap address for the email address that causes the email server to be
blacklisted. They want and pay for the product, and they ask for the email to
punish the seller for being a "spammer". It is a game many consumers play.
In any event, I can only speculate as to the user's intent, but they pay me to

I have contacted the customer twice, and did not receive an answer.
I appreciate your position, as we too have mailing lists we maintain for
commercial customers.
However our anti-spam system is largely under the control of the end users.
Users most often opt-out using their anti-spam system, rather than proper
methods.
That you processed a double opt-in, and the user failed to respond to me is
typical.
I have seen customers buy a product, opt-in to the mailing list, then use a
spamtrap address for the email address that causes the email server to be
blacklisted. They want and pay for the product, and they ask for the email to
punish the seller for being a "spammer". It is a game many consumers play.
In any event, I can only speculate as to the user's intent, but they pay me to
let them do what they want to do, within the limites of our user agreements.

We can't (won't) whitelist 3 full class C blocks (24s).
If you can give us the actual IPs we'll whitelist

All they have to do is go to www.inreach.com/spam and login with their email address and password. Once in they will need to click on Rules and then Hosts. They will then have to enter the IP and click on Go. It will bring them another page which they will change 'No Change' to ' Always Allow'. We made the "bypass" to the IP blocks you refer in http://www.mail-list.com/blocklist.html to prevent ASpam filter to check messages comming from those pools.
We will be checking for possible spam comming from such pools, and if we found problems, we will disable the bypass.

I also see within the logs that this address, xxx@ruraltel.net, has received messages from other lists orignating from mail-list.com which are scoring well below this same threshold. There was also a message sent from the xxx@mail-list.com address in regards to the alphabetsoup mailing list subscription.
I have not seen any further messages which appear to be involving this mail list hitting our server at this time. Is this a message we could have you resend to our customer, or is there furter intervention needed to allow the customer to subscribe to the list?

Although I detest UCE with a passion, it is my view that if people request email, they should get it. Furthermore, it is also my view that if they no longer want what they requested, they should be using the unsubscription means that they are provided; not their ISP's spam blocking measures. That is why we've white listed your servers. I'm quite certain that there are plenty of people on our network who continue to desire to receive the email which comes via your servers.

Although I detest UCE with a passion, it is my view that if people request email, they should get it. Furthermore, it is also my view that if they no longer want what they requested, they should be using the unsubscription means that they are provided; not their ISP's spam blocking measures. That is why we've white listed your servers. I'm quite certain that there are plenty of people on our network who continue to desire to receive the email which comes via your servers.
We'll always be more than happy to fix issues that prevent legitimate email from flowing.

I apologize for taking so long to get back in touch with you. Are you still seeing mail blocked like this? If so let me know. The mail that was blocked shouldn't have been because I did white list the /24 block that the IP is in. I can see that some of our users are trying to use our spam reporting as a means to "unsubscribe" and no longer receive mail, but it's clear that the reports were mail sent through a legitimate mailing list of which they are/were a part. Therefore, I certainly don't want that mail blocked.
Bottom line, if you still see problems with this, let me know asap and I'll have engineering investigate further to find out what's broken in our filters.

The host fijo.mail-list.com was in our blacklist,
probably for something
we considered spam that came from it. It has been on there a long time, so
I can't tell you any specifics about the incident, though they were
probably reported to xxx@mail-list.com.
I've removed it from the blacklist, though of course it'll go right back
on the moment unsolicited mail comes from there again. :)

-Company name
-Contact name
-Contact phone
-Contact email address
We will add the information to our white list and in the future, if complaints are made, we will be in touch with you directly without placing a block on the server.
